I don't know if anyone has noticed but the General Nonsense forums have a feature called Social Groups. Basically, these are groups that members can join/create on their own, unless groups are using special acceptance permissions such as moderation or invite only.
You can navigate the social groups by clicking the "Community" drop down at the top-middle of the forums. Then click "Social Groups" to go to the social groups page.
I have started the first 2 social groups, the Official General Nonsense Social Group, and Chris' Den of Elites. The Official General Nonsense Social Group is currently and will always be set to a open acceptance. My den of elites group is set to invite only; so prove you are worthy!
