my younger brother is right into fishing and it's his birthday coming up. I was thinking about buying him a really nice spinner. any ideas?

Shakespeare's Ugly Stik is the standard "meat and potatos" spinning rod nation wide. It has a decent action, and is damn near unbreakable, plus, it has a good warranty. For all around performance, I'd recommend the Classic Ugly Stik that is 7 feet long, medium action that is rated for 6-15 pound test line, if he goes after big bass in cover, or something, jump to the step up. But it sucks to have a super heavy rod that most fish you catch don't offer any sport. http://www.shakespeare-fishing.com/index_rods.html
As far as reels go, most modern reels have a ton of ball bearings, and mid priced reels of today are much better than the expensive ones ones of 20 years ago. I like Daiwa reels, a $30 model is smooth and nice. Make sure to get him an extra spool for the reel so he can have a couple different size lines. http://www.daiwa.com/reel/detail.aspx?id=238 I would recommend either the 2500 or 3000 model, depending upon the fish he goes after. They aren't too big, but big enough to put a bunch of line on.
Rod and reel combo or lures? What is your budget? Lots of killer combos out there.

my brother has a Daiwa Megaforce Baitcaster and 2 spinners (I can't remember but are cheap).
I thought about getting him a rod but they are too personal. I am not sure on the size or weight he likes.
he does use salmon eggs a lot. I am not sure if I should lean towards a baitcaster or spinner :(
$150 is my budget.

Keep it simple. Get him a dope tackle box with a gift certificate to a sporting goods shop inside.

I think MT Alex has given the very best of advice on rods, I also consider uglystick one of the best from extensive experience. I have used those rods for at least 20 years and like them over most (not all) rods.
You might consider something different. You could try a good quality fishing hat or shirt or waders if he is a river fisher.That way you might not be offering what he doesn't want/need. Fishing is a rather specific sport.
